NEWS FROM THE FIELD
Help Save Service in America on Friday, February 25
The United States Congress is considering a bill which would eliminate all funding
for the Corporation for National and Community Service, denying local organizations
and millions of Americans the resources needed to strengthen their communities.
If passed, your local community will lose the important support of organizations
like Teach For America, Foster Grandparents, City Year, Senior Companions, Habitat
for Humanity, Retired Senior Volunteer Program, YouthBuild, and many others. These
cuts would also end all Learn and Serve America funded service-learning programs
in K-12 schools, community organizations, and colleges & universities. Sign up
today to save service in your community by joining the "Save Service District Day"
on Friday, February 25th. Join your neighbors in a visit to your local congressional

When Young People Run for Office
This story from Nicolas Mendoza, a staff writer with Campus Progress, features college-aged
candidates around the country who have made inroads in local and state politics.
These young candidates are usually already engaged in politics, hold campus leadership
positions, or work in the local nonprofit community. One key to their success is
"taking local community service seriously enough to gain voters' respect." Read

Staying Relevant During Tough Times: OST Programs and School Day Alignment
One doesn't need to be a "politics freak" to know that, during these tough economic times, cutting public investment and spending seems to be the only "solution" being offered by politicians and talking heads alike. Although OST programs, including afterschool and summer programs, offer a tremendous ROI to the taxpayers, they are almost universally faced with a severe shortage of funding from both public and private sources. This decrease in available funding has been, over the last few years, paired with increased expectations for providers, particularly in the area of academic outcomes.
OST programs, accustomed to doing more with less, must continue to focus on embracing evidence-based strategies for improving academic outcomes for participants in order to stay relevant (and stay funded). That is why more and more programs are actively working towards increased alignment between school day content and afterschool curricula. From Seattle, WA to districts all over Massachusetts, OST programs are being rightly viewed as a cost-effective, student centered approach to improving academic outcomes through alignment.
A 2006 report by the Harvard Family Research Project highlighted four steps programs need to take in order to facilitate alignment with school content and state standards:

A 2006 report by the Harvard Family Research Project highlighted four steps programs need to take in order to facilitate alignment with school content and state standards:
- Strategic Staffing: School day staff, from paraprofessionals to school aides, staffed this OST program.
- Focus on Communication: From homework completion logs to inclusion of OST staff in school day planning sessions, the most successful programs have been intentional about their communication protocols and systems.
- Aligning Content: Time and resources were dedicated to developing an afterschool curriculum that not only addressed the broad state standards, but aligned with the school's curriculum maps.
- Professional Development: The school and the OST provider intentionally created opportunities for shared professional develop, in addition to the traditional PD provided by the OST provider.

NYC's TASC: ELT Information and Resources
One of the leading organizations in the Expanded Learning Time Movement is NYC's TASC - The Afterschool Corporation. With 17 schools participating, TASC has been able to increase learning time for the city's students without breaking the bank. Check out their website, which is chock-full of resources for OST programs, as well as a great deal of interesting information for municipalities and school districts seeking cost effective strategies to engage youth and improve academic outcomes.
Living Wage Consulting is ready to advise your organization as it seeks to establish a cost effective city-wide system, improve existing programs, or provide high-quality professional development to program directors or direct service staff.

Wallace Foundation: OST Management
OST programs are in the spotlight now more than ever, being widely recognized as a cost effective approach to improving academic and social outcomes for youth in every community. This increased attention is, of course, a blessing for communities and schools, but, for some, it can be a curse. More funding may be available for programs, but often times the "red tape" (convoluted reporting requirements, cumbersome reimbursement procedures) proves too much to surmount, particularly for organizations that are still growing. The Wallace Foundation takes a look at how organizations can improve their management, and how funders, from the Feds to local municipalities, can streamline their processes.
Wallace Foundation: "Learning from Leadership" VIdeo Series
OST providers, particularly those with school-based programs, have been feeling the push to raise the quality of their programs, particularly in the area of academic support. This is putting new pressures on OST program managers, many of whom have significant youth development experience but less experience with supporting staff with academic offerings. These staff and organizations would do well to look at the efforts of schools and school leaders to foster communities based on learning and professional development. The Wallace Foundation has released video commentaries for their "Learning from Leadership" study, a must view for the OST professional looking to widen her/his skill and knowledge base.
Wallace Foundation: "Hours of Opportunity" Explored City-Wide OST Systems
With public education budgets being squeezed all across the nation, the search is on for low-cost, evidenced-based strategies for improving the academic success for all students, particularly those in underserved communities. "Hours of Opportunity," a three-volume report recently released by the Wallace Foundation, "examines Wallace-supported efforts in five cities to build systems to improve the quality and accessibility of after-school, summer and other out-of-school time (OST) programs."
Considering the many public benefits of investing in afterschool and OST programs, these city-wide systems, which expand sustained participation while lowering overall costs, should be considered a central piece of any city's school reform efforts. These systems, like NJ After 3's Trenton Afterschool Partnership, leverage the resources of city agencies, CBOs, school districts and private foundations, ensuring all students have access to a high quality educational experience while actually reducing the investment needed by school districts and cities.
